Did you guess what the Tussie Mussie (Goodie - Favor bag) was made out of? If you guessed a toilet tissue paper roll, then you are right! All you have to do is cover the outside of the TP Roll with scrapbooking paper, then cover the inside. Next, you add some glue to the inside bottom edge of your TP Roll and pinch the bottom of the TP Roll together to glue it shut.
